Use a G hook.  I used a I hook for this project and some of the squares fell apart from the middle (Rnd 1).  It's not hard to repair them but a hassle.  The G hook makes the squares smaller meaning you end up having to do more work but trust me, it's better to have to do more work making the squares instead of giving people gifts that fall apart then have to go to their house to fix them.  If they are in a different state it makes it difficult to do that.

With size G crochet hook Ch 8, join with slip st to form a ring.

Rnd 1 (Right side): Work beginning Cluster as follows: ch 3, (YO, insert hook in ring and pull up a loop, YO and draw through 2 loops on hook) twice, YO and draw through all 3 loops on hook (beginning Cluster made), ch 5, work Cluster in ring as follows: (YO, insert hook in ring and pull up a loop, YO and draw through 2 loops on hook) 3 times, YO and draw through all 4 loops on hook (Cluster made), ch2, * work (Cluster, ch 5, Cluster) in ring, ch 2; repeat from * 2 times more; join with slip st to top of beginning Cluster: 8 Clusters.

Note: Loop a short piece of yarn around any stitch to mark last rnd as right side.

Rnd 2: Slip st in first ch-5 sp, work (beginning Cluster, ch 3, Cluster) in same sp, ch 2, 3 dc in next ch-2 space, ch 2, * work (Cluster, ch 3, Cluster) in next ch-5 sp, ch 2, 3 dc in next ch-2 sp, ch 2; repeat from * around; join with slip st to top of beginning Cluster

Rnd 3: Slip st in first ch-3 sp, work (beginning Cluster, ch 3, Cluster) in same sp, ch 2, 2 dc in next ch-2 sp, dc in next 3 dc, 2 dc in next ch-2 sp, ch 2, * work (Cluster, ch 3, Cluster) in next ch-3 sp, ch 2, 2 dc in next ch 2 sp, dc in next 3 dc, 2 dc in next ch-2 sp, ch 2; repeat from * around; join with slip st to top of beginning Cluster.

Rnds 4 & 5: Slip st in first ch-3 sp, work (beginning Cluster, ch 3, Cluster) in same sp, ch 2, 2 dc in next ch-2 sp, dc in each dc across to next ch-2 sp, 2 dc in next ch-2 sp, ch 2, * work (Cluster, ch 3, Cluster) in next ch-3 sp, ch 2, work 2 dc in next ch-2 sp, dc in each dc across to next ch-2 sp, 2 dc in next ch-2 sp, ch 2; repeat from * around; join with slip st to top of beginning Cluster; do not finish off: 60 dc. Work Edging

Let's say that you do this the same way I did with the green blue claret and multi color.  Using green as an example work edging as follows.

Edging:
Rnd 1: With right side facing, ch1, work 3 sc in same corner, * work 25 sc evenly spaced across to next corner, work 3 sc in corner; repeat from * 2 times more, work 25 sc evenly spaced across; join with slip st to first sc: 112 sc.

Using the color of the border which in my case I used multi color yarn.

Rnd 2: With right side facing, join whatever color yarn you are using with sl st in center sc of any corner 3-sc group ch 1 3 sc in same st, * sc in next 27 sc, 3 sc in next sc; repeat from * 2 times more, sc in each sc across; join with slip st to first sc, finish off: 120 sc.

Assembly:

Afghan is assembled by joining 9 complete squares into 7 vertical strips and then by joining strips.  Lay out squares referring to the assembly chart or in desired order. 
Join squares as follows:
With wrong sides together, using your border color and working in Back Loops only of both Squares, whipstitch Squares together (fig. 15)
